Chicago Man Charged With George Floyd Looting After DNA Test Links Him To Scene



A Chicago man was charged with burglary and looting a currency exchange during the George Floyd riots of 2020 after a DNA test linked him to a bloody t-shirt found at the crime scene.

Khalil Raggs, 25, was charged with one felony count of burglary and one felony count of looting by an individual. Surveillance video from the currency exchange showed Raggs, 25, using a crowbar to pry the business’ door open around 11 p.m. on May 31, 2020.

Assistant State’s Attorney Victor Aberdeen said Raggs loaded about $2,000 worth of coins into a trash can and hauled it away with the help of some accomplices.

Raggs cut his hand while trying to illegally gain entry into the business. He took off his shirt to wipe the blood from his hand so he could continue his crime. He left the shirt behind.

Investigators tested the shirt for DNA and the rest is history.

According to CWB Chicago: “Aberdeen said he also has a pending stolen motor vehicle and burglary case pending from December.

“His criminal background includes five felony convictions, including two for aggravated driving and one for aggravated unlawful use of a weapon in 2021, Aberdeen said.”

The Chicago Police Department said:

“The above offender was arrested by members of the Chicago Police Department and the Great Lakes Regional Fugitive Task Force on April 26, 2023, in the 1100 block of S. Oakley. 

“He was identified as one of the offenders who entered a retail store in the 3400 block of W. North Ave. (14 th District) and took merchandise from within during the May 31, 2020 looting incidents. 

“The offender was placed into custody and charged accordingly. No further information is available at this time.”
